EFCL January Board Meeting Notes - Call District B Londonderry?

1. EFCL Backs Family Day Unplugged

The Edmonton Federation of Community Leagues is encouraging all of its leagues to support the city’s Family Day Unplugged campaign.  The idea is to encourage Edmontonians to turn off their electronic gadgets – such as computers, televisions and cell phones - and focus on family-related activities on Family Day (Monday, February 18).
This week the city announced that it would offer family passes to city rec facilities as prizes for the league that convinces the most members to turn off their gadgets and attend a family day activity.
Registration details will be provided at the EFCL’s General Meeting on January 30 and in communications to the leagues in the coming weeks.


2.    Community Connector Pilot Project Approved

Remember the good ol’ days, when neighbors knew neighbors and did a variety of activities together on a regular basis?
Well the good news is that more people may get to experience this feeling if a new City of Edmonton/EFCL pilot project proves effective.
Called the Abundant Community, the project focuses on hiring a community connector, whose job it will be to bring people together block by block and encourage the development of local activities.
“It could be a dog walking program, a choir group, a men’s hockey night - anything that appeals to people in the area,” noted Highlands Community League president Howard Lawrence.
“Some of the activities might be run through the local community league.  Others might simply happen between residents living on the same street.”
With the support of the city’s community services department, Highlands Community League will soon be spearheading the pilot project in its 100-year-old neighborhood. However, the EFCL would like to know if other leagues would like to give this a try and will soon set up an information night for any league that is interested. The federation sees this initiative as a great way to engage local citizens and will be releasing more details of the initiative at its January 30 General Meeting at Royal Gardens Community League.


3.    EFCL looks forward to an Action Filled 2013

The Edmonton Federation of Community Leagues has put together a promotional plan that features fun activities and events from one end of the year to the other.
Beginning this month, it is starting with a great toque giveaway for any leagues holding winter festival events.  The black EFCL emboldened touques can either be used as prize giveaways or as a thank you to hard working volunteers.
Later this month the federation will also be announcing the recipients of this year’s Living Local Arts and Heritage Program award winners.  Successful leagues will be employing a local artist and/or historian to develop a project that celebrates the historical character of their area.
This spring, seven leagues – along with the EFCL – will see their building adorned with solar energy systems, as the federation seeks new ways to make community leagues more energy efficient.  This will be followed by the announcement of this year’s CLIP grant recipients, where the city will be providing $3 million in grant money to leagues interested in building new facilities or repairing existing ones.
Volunteer Recognition Night Set For April 23
One of the premier events of the year will be held on April 23, when the federation  invites community league volunteers to a gala affair at the Myer Horowitze Theatre on the U/A campus.  Delegates will be treated to an engaging speech entitled “The Power of One” by the popular speaker Laurel Vespi, along with some interesting videos on community league projects and a wine and cheese reception.
Later this spring the federation will team up once again with the City of Edmonton to host the Good Neighbor Awards, where citizens across the city will be recognized for helping others in their immediate area.
Balconies In Bloom Set to Blossom
Another new initiative planned for 2013 is Balconies in Bloom, where residents of apartments and condominiums will be recognized for work they do to dress up the balcony of the unit in which they live.  Designed to be an extension of this year’s Communities In Bloom contest, the contest will be run as a pilot project this year by interested community leagues.
This summer the EFCL intends to do a bang up job on its Heritage Days booth in Hawrelak Park.  A key feature will be a new exhibit, describing the federation’s 100th Anniversary Project in the park.  Visitors to the booth will be encouraged to view the plans and offer their design suggestions as the federation completes the conceptual phase of this program.

The month of September will once again be dominated by Community League Day, where leagues across the city will be encouraged to host an event on the third Saturday (Sept. 21).  Once again the federation is planning to provide promotional and event materials for the leagues and this year is making plans for a Community League Day Video, to document the activities at leagues across the city.  The video will be used as an information and promotional tool in future years.
Rounding out the year will be the return of the “Leagues Alive Conference”, where delegates will be treated to a variety of educational seminars on topics pertaining to community league operations.  The November event will once again feature a luncheon members of city council.


4.    Federation Starts Work on Five Year Business Plan

The EFCL eagerly looks forward to the creation of a new business plan, now that it is nearly finished with the five year plan created in 2008.
Last week the board of directors approved the hiring of a consulting firm to do some research and provide some guidance.  The consultant will interview community league reps, city councillors, senior city administrators and other key stakeholders in an effort to evaluate current initiatives and plot new directions over the years to come.
One area the federation wants to take a hard look at is the manner in which it handles civic issues, such as planning matters, social housing policies, traffic safety programs and crime prevention measures.  Trying to act as the spokesperson for a large number of leagues is a very challenging task for the EFCL and the stances it takes on controversial issues often affects the relationship it has with government and private industry partners.   Consequently, the federation is looking for new ways to handle this portion of its mandate effectively.


5.    Swim Allocation and Consultation Meeting held January 23. 

The first change is to stop referring to this program as a rental.  Given that the city is providing the community swim supervisors, not the renters, it wants to start referring to the community swim nights as a community swim program, and manage it in a similar fashion to other city programs.

With this in mind, community leagues will no longer be required to sign rental contracts. Rather, communities will be asked to acknowledge their interest in being involved in the community swim program in their local pool. The City will calculate the program fee based on the
enrollment seasonally, and leagues/ Area Councils would be billed monthly (there will be no change in how monthly rates have been calculated currently).

The second change is to view community swims as a continuous program where leagues will remain enrolled until they notify the City (Facility Booking Unit) of their intent to withdraw. 
It is hoped that the restructuring should remove a number of barriers and facilitate a smoother transition into and out of seasons.


6.    Three Board Development Workshops In The Works

The EFCL has three more workshops lined up to help league executives hone their skills.  Here they are, in chronological order:
Tools for Treasurers: Thursday, February 7, 2013, 5:30pm, at the EFCL office.  This workshop will follow the EFCL budget meeting set for January 30/13, where we will discuss community league budgeting practices - so we expect a full class.  Linda Crosby, EFCL Financial Assistant, and I will work closely together to further expand on key concepts introduced during the Leagues Alive 2012 session, with a strong focus on the necessity of having a budget and how to work within the budget the community league board has set
Social Media 101: Thursday, February 21, 2013, 5:30pm, at the EFCL office, presented by Joseph Carma, technology & social media consultant.  Joseph has generously offered to present this session, in order to provide an opportunity for those community league board members who may have missed L.A. 2012.
Volunteering Recruitment & Screening: Thursday, March 28, 2013, 5:30pm, at the EFCL office, presented by Milena Santoro, Volunteer Management Certification instructor with Volunteer Alberta, and owner/operator of MS Productions.  As all community league boards are run with volunteer energy & input, the need to recruit the “right” individuals is an important & timely issue, along with how to ensure the new board volunteer is the correct fit for the league and job(s) at hand. This session will look at ways to recruit new volunteers, as well as methods involved to screen potential volunteers.


7.    Socan Saga Lurches Along

According to the Copyright Board of Canada, the review of an application by the Society of Composers, Authors and Music Publishers of Canada (SOCAN) for a new tariff in 2013 never proceeded last summer as planned, due to the high number of objections and complaints received.  Instead, the board is putting together a review process to accommodate all parties and will apparently let us know when the hearings will be held.
In the meantime, we are told that the 2012 rate of $185.07 will remain in effect until the board conducts its review and certifies a tariff for 2013 or beyond.
Consequently, we continue to receive reports from community leagues that are being pestered by SOCAN reps to pay tariff #21, which allows them to play music in their hall.


8.    EFCL Decides to Name Each of 12 Districts

The EFCL has decided to name each of its twelve districts, in order to make it easier for everyone to understand where the districts are located.
Last week the board decided to invite feedback from its leagues on a draft list of suggested names.  It intends to finalize the names at its meeting in March.  The names are as follows:
District A: Castle Downs/Calder.
District B: Londonderry
District C: Clareview/Horse Hills
District D: West Edmonton
District E: Meadowlark
District F: Downtown
District G: Highlands/Beverly
District H: Terwillegar/Riverbend
District I: Greater Strathcona
District J: South East
District K: Southgate/Heritage
District L: Mill Woods/Meadows
What do you think. We will still call our area District B, but to help folks who don't know what area that refers to we are considering referring to our area as District B: Londonderry? There is the pool, a mall and a community league of the same name. Does this work for you? Let me know what you think.

Community League Day 2012 Photos

What a day!
More than 90 community leagues across Edmonton held Community League Day events that involved everything from dunk tanks to volunteer rink rehabilitation work bees. I managed to get to Belvedere, Rosslyn, Lago Lindo and Kilkenny community leagues, all from EFCL district B. Delwood and Evansdale held their events the week before. What an amazing job by our city's community leagues. Belvedere pulled out all stops and hosted a carnival like event that started at 10 am and finished at 10 pm on Saturday. Participants seem to particularly enjoy dropping Belvedere president Mike Kleparchuk in the dunk tank. But Councillor Tony Caterina and Const. Sylvia Kozina also took their turns getting dunked.

October EFCL Board Package

Hi everyone,


Well, it's been a busy month with the EFCL Regular General Meeting, the launch of new programs and with the increased operating grants coming out.

Here are some quick highlights from the October 2011 EFCL board meeting package.


5.1 pg. 5 – Community League Showcase – Nominate a project - please forward your suggestions of community projects that deserve to be highlighted to me and I would be happy to pass them on. Make sure we recognize those who deserve it!


5.2 pg. 8 – SOCAN – Did you hear from SOCAN recently? The EFCL hopes to set up a meeting with Edmonton area MPs to talk about SOCAN. The EFCL did fire a letter off to SOCAN clarifying our position and suggesting that leagues be treated better.


7.2 pg. 14 – Community League Day report - wow, 101 leagues officially participated. If you register early for next year we will be able to get even more attention for community leagues and league events!
What went well? What should we change? Did you value the event kits? Please take a minute to fill out our brief Community League Day Survey about the event.


7.3  pg. 16 – Living Local Summit – October 28th, 9am - 4pm Woodvale Community Hall 

a one-day gathering brought to you by the Edmonton Federation of Community Leagues, the office of the Mayor and the City of Edmonton. 

Help your organization, customers and members reduce transportation time, save money, and increase their quality of life. 

Help us develop a strategy to help Edmontonians do more daily activities closer to home and reduce the amount of time driving in our city. Good speakers and a very important topic for community leagues - don't miss the opportunity to attend and participate!


7.4 pg. 22 – Arts $$$$$$  Living Local Arts and Heritage Program up to $20,000 per project. The deadline for applications is Nov. 18, 2011. Examples of projects could be paintings, sculptures, murals, live performances, history books – anything the league believes would be of interest and benefit to its members. Preference will be given projects undertaken by artists in the community


7.6 pg. 25 – Sale of Membership Cards On Line – Though considerable questions arose, there was not a single person opposed to the motion at our RGM to allow EFCL to provide a printable membership card with the online sale of community league memberships. Now that this has been approved, a process will begin to assess the manner in which this can be implemented expect results sometime next year.


7.7 pg. 26 – Renewable Energy/Energy Conservation Initiative - this is in the process of development, but the idea is to support solar energy and energy efficiency projects at Community Leagues to save them money and reduce their emissions. 


7.8.1 – pg. 27 – 40 km/hr Speed Limit Project – The City‘s Transportation and Infrastructure committee has recommended to City Council that three of the six pilot communities keep their 40 km/hr speed limit, while the others see a return to 50 km/ hour and council confirmed that decision today.


7.8.2 – pg. 27 – Cultural Inclusion Project – Duggan hosted a welcome party for Chinese new Immigrants – working with ASSIST (the Chinese immigrant serving agency) we arranged a welcome party for new Canadians from China. Approximately 25 Chinese families attended "Taste of Duggan," a pot luck dinner, arranged by the league. Community members brought a variety of cultural dishes to share, and celebrate with their fellow neighbours. Everyone from the Bhutan community were in attendance (Approximately 40 families)!

News - Sep. 8 EFCL Board Meeting and RGM

Hello District B Communities:

I hope everyone is ready for Community League Day Saturday, September 17. More than 100 leagues are hosting events all over Edmonton.

Here are the District B events we know about:
  • Balwin Show and Shine - Bring your ride and show your pride. 10am - 3 pm.
  • Belevdere BBQ - free to all residents who purchase their membership this Saturday (half price memberships this Saturday only). Features Big Bin drop off, face painting, balloon artists from 12 - 3 pm.
  • Kilkenny Safety Fair and BBQ - Free food, prizes, safety guest speakers, games, fun for the whole family. 11 am - 3 pm.
  • Lago Lindo 1st Family Fall Festival - jumpy arenas, corn roast, BBQ, and more. 12 - 4 pm.
  • Rosslyn Party in the Park 50th Anniversary - Sept. 16 meet and greet at 7 pm - Sep. 17 BBQ, sports, entertainment 12 - 4 pm and Sixties theme dinner and dance 5:30 pm until late - Sep. 18 pancake breakfast 10 am - noon.
  • Steele Heights Fun Soccer and Fundraiser - kids vs parents soccer game form 10:30 am - noon and a "raise the roof" Community Market Fundraiser form 10 - 4 pm to raise money and awareness about much needed renovations. 
Evansdale held their Community League Day event on Sep. 10, a very successful sports and program registration along with horse-drawn wagon rides, jumpy arenas and free food!

News from the September 8 Board Meeting


I did send a short report around prior to the Sep. 8th board meeting. Here is a short report on two items from the meeting itself.

6.4 Multiplex Recreation Strategy - The EFCL is forming a committee with three board members, two planning committee members and two members from the membership to discuss how community leagues think recreation facilities should be developed in the future. The City has committed to a number multiplex centres already - does this mean we will not see smaller, more neighbourhood developments at all? Does this mean some smaller facilities will close? What would really help communities "live local?" For example what about the idea of smaller covered rinks in communities that could extend and improve the skating season and also be used for summer events and farmer's markets. Lot's to chew on here. We will be looking for a few more committee members at the EFCL RGM on October 4 at Glenora Community League 10426 - 136 Street - free dinner at 5:30 pm

6.5 Community Sustainability Report - The EFCL board approved the Mature Neighbourhoods Sustainability Report. The report was produced by the planning committee and numerous meetings were held to seek input. It makes 30 recommendations designed to sustain and maintain mature neighbourhoods.

Regular General Meeting Agenda
You should have received the agenda and notice for the EFCL Regular General Meeting. Aside from this being a good opportunity to get together with leagues from all over the city and enjoy dinner together the membership will be discussing a few topics of interest. 

EFCL Membership Fee Increase - The EFCL Board is recommending an increase fees from 1.8% to 2.0% and to remove the $500 cap on membership fees for the Community League members of the EFCL. 

The money would be used to fund half of a new community league support program to assist presidents, treasurers, secretaries, facility managers, program directors - all of the key players in the league - to help them learn new skills, network with other leagues and develop workshops on things like filling out grant applications, strategic planning and bylaw improvements. Sessions we have hosted in the past were very popular. 

The board is proposing to fund the program with $22,000 from the increased membership fees, by finding cost savings of $8,000 at the EFCL and by asking the City to match our $30,000 with another $30,000.

Asking for a fee increase is obviously touchy thiing at the best of times. But the board felt the time was right since most leagues just now receiving a dramatic increase in their operating grants. 

Operating grants were increased an average of 44% this year and we are requesting another similar increase for next year. It was council that split our original request over two years.

Here is a chart showing how much league operating grants have increased in District B and how much their membership fees would increase from the proposal.

Since the cap is being removed the fee increase will affect bigger leagues who have more residents and larger operating grants more than leagues fewer numbers.

On average leagues are receiving an increase in operating grants of 44%. But as you can see some of the larger leagues benefit more than smaller leagues from the grant increases. The board is proposing that the price cap on membership fees be lifted which means larger leagues will pay an amount proportional to the number of residents they have in their area. You can download the RGM agenda package and in the package there is a table listing the actual fee increases for all leagues. For example my own community leagues fees will go up $380 because our community league contains three neighbourhoods. However our operating grant went up $8,481 this year too. Leagues will decide and come and vote on October 4th at the EFCL RGM.

Online Membership Cards - the second item of interest that will come up at the RGM is a proposal to issue membership cards for the memberships sold online. A lot of leagues have asked for this and a lot of members have asked for this. Often when people buy membership online it's because they are having trouble getting in touch with their league and they are literally on their way to a sports registration. Getting the card and their membership number right away would be helpful for them. Each membership sold online would also include a message about the EFCL and about their community league. Most of the leagues in district B sell most of their own memberships at events and sports registrations so this will not affect us very much. But it would be more convenient for new members. Members will be asked to vote on this proposal at the RGM.

Evansdale's early Community League Day


Hi District B Community Leagues

Saturday was an amazing Community League Day for Evansdale Community League.

Aside from the 25 C temperatures, for the second year running Evansdale combined soccer and program registrations with free jumpy arenas, horse-drawn wagon rides and free hot dogs and refreshments for anyone who came. More is better as Evansdale is learning. By combining soccer, Tae Kwon Do, belly dance and basketball registrations with the Community League Day party, numbers appear to be up in all corners. Evansdale holds its Community League Day celebrations on the second Saturday of September because sports registrations have been planned for that date years in advance. This means we miss the official community league day, but nevertheless it was a very good day!




Next week the official Community League Day swings into action as more than 100 leagues host events across Edmonton. The official kick-off is Thursday at 10 am at the EFCL offices as we engage the Mayor and some councillors in an out-sized game of crocket through a course consisting of 154 community league signs.

I have the honour of attending Rosslyn's 50th Anniversary Party on Saturday, September 17, but will be attending other events during the day.
